Charles was born in Biggs Kentucky. He was the oldest child of Roy and Opal Belcher. He attended Feds Creek High School where he met the love of his life, Shelba McCoy. She was a cheerleader and he was on the varsity basketball team, where he still holds the record for the most points scored in a game. He initially played basketball on a dirt floor and was excited when the school built a new gymnasium with true gym floors. Dad proudly wore his high school ring from Feds Creek and graduated in 1953. Charles married Shelby on May 21, 1955. They lived in Detroit, Michigan and he worked for General Motors, then McLouth Steel and in the 1960's, he purchased a Shell gas station known as "Belcher Shell" where he was the mechanic. He sold his gas station in 1973 and went to work for Ford Motor Company as a mechanic in Research and Engineering. Shortly after, he was promoted to Coordinator and was in charge of the new Taurus when it premiered.

Charles was active in the Shriner's for 5 years as Poke-Chop the Clown. He loved coaching Taylor Northeast baseball and attended all the games, concerts and plays of Tim and Rhonda, his two oldest children. Charles had a younger daughter, Tami Lisa who was named after Elvis Presley's daughter, Lisa Marie.
