Born in Morgantown, West Virginia, on September 21, 1932, she was the daughter of Frederick and Margaret Schroeder. A proud graduate of Fairmont State College, Phoebe earned her degree in 1954 and soon began a career as a social worker, dedicated to helping children find loving homes. On August 25, 1954, Phoebe married Charles Hough, and together they built a beautiful life full of love and adventure. The family lived in Fairmont, West Virginia, Columbus, Ohio, and Minneapolis, Minnesota, before settling in Dearborn in 1975, where Phoebe made her home for the remainder of her life. Nothing brought Phoebe more joy than being Nana to her grandchildren, Kristin (Daniels) Overton, William Hough, and Maren Daniels. She also cherished her role as great Nana to Jesse, Henry, and Mattis Overton, and Tove Daniels-Peterson.

Phoebe was a woman of deep faith and a long-time member of First United Presbyterian Church in Dearborn, Michigan.
